The top needs to be removed for a neck reset for a lute. This instrument needed its top replaced anyways, and you can see the new top in the picture. Strings are put on the treble and bass side to determine the current (incoming) action. The action here is approx. 1.0mm too high on the bass side, and 2.5mm too high on the treble side.
